Not being able to load NA 3.01 & uninstalling manually NA, can't load either of them? Now I can't load anything

Do you get an error message? Can you describe what happens with some more details maybe?
I had NA 2 installed with no isssues. Other issues with Windows 10 forced me to restore to a couple of days back and when I tried to install again, NA2 gets to intalling dependecies and then I it says Depency installation is taking longer than normal and there is just cycles forever.
I then tried to reinstall NA and was told to uninstall manualy. After doing that niether NA or NA2 will install.
No error message
