S61 License transfer questions: Komplete 11 or Komplete 14?

I have a story, this could be a honest mistake or fraud.

I sold my komplete s61 mk2 on eBay person payed and I transferred the software which was komplete 11. Next day person said there was a fault with the keyboard and wanted to send it back, I agreed and he sent it back and transferred the software back, but I only got select 14 and not my original komplete 11 only 19 instruments not 45 as in my collection. There is nothing wrong with the keyboard and now I am wondering if this was a good way to upgrade his software?
