Almost certainly a hardware fault then. Your best bet is to get in touch with support as Jeremy suggested - https://support.native-instruments.com/hc/en-us/requests/new
It sounds like a hardware problem. Does the key consistently send a high value (eg 127) or does it vary over the range? A good test is to download and install something like MIDI-OX that will let you see the MIDI key velocities. Is the keyboard still under warranty?
