Preset Library Location issues

Please help me understand. The User Documentation is unclear. I am rebuilding my home studio, therefore installing new software. I have hundreds of older presets that used to work. I can no longer reliably import them to mirror my laptop setup. The first issue is that it appears the presets are being read from my OneDrive rather than from local storage. (See the image). When I import, they are placed on the local drive, but because of the first condition, they are not visible in the application. I understand that older presets are dependent on older components being present, but an import error message would be appropriate. How do I fix this? Where is the user library location setting tool? I am wasting hours trying to use what should be a simple task! If this is not clear,

have you tried to select all the files, then right click and there should be an option to have the files locally too and not only via the cloud service, or right click on the native instruments folder under "one drive/documents" right click and then there should be something like "always keep on device"
