if i buy Kontakt 8, can i use the 99$ voucher to upgrade Electric Sunburst Deluxe?

As the title said, is it possible to use the 99$ voucher that comes with Kontak 8 to buy an upgrade for electric sunburst deluxe? I can upgrade to it 69$

Unfortunately, no. The E-Voucher Terms And Conditions state this:

1. This e-voucher is valid on all Native Instruments software downloads of products with a respective minimum price of 49,00 € available at the NI Online Shop. It is NOT valid on updates, upgrades, crossgrades, edu licenses, hardware, NKS partner products, or products that are part of a special offer.
