If Kontakt Library Drag & Drop is not working is it the fault of the DAW

Or is ther a setting within Jontake that can stop this from happening

It's not really clear what you're asking here. It's been a while since I used Sonar but generally you would do like you do in most DAW which is associate a Kontakt instance with a specific track in Sonar, then open up that instance and load a drum kit plugin into that instance. From there you just record on that track using the facilities within the drum plugin to create the proper MIDI sequences for your drum track.

Depending on the plugin, most provide a way to sample the drum beats which you can then take that sample and drag it into the track as log as the plugin that plays it is associated with that track.

The drum library has a 'Groove' section where you can audition various loops/fills etc and the UI has a note stating you can drag and drop the midi file out of Kontakt into your DAW. Iv'e seen Chris Bedan do this on Youtube but he's using Ableton LIVE but this doesnt work in 'Cakewalk Sonar' .

I already have a workaround of drag & dropping the file using windows explorer into Sonar but the intended workflow is easier
