I'd say that "have" would be correct, or even "had" (or "were not used"), because it's past tense.
My case is the opposite to yours. I did make use of most vouchers I received. The only exception is when I couldn't find a product I wanted at the time.
In response to BIF, I really believe it should not be necessary to be posting messages telling people when the christmas and new year holidays are. Everyone should be fully aware of what time of year it is, and I'm quite astonished at some of the posts I've seen from people who were expecting replies from support during that time.
I know things do get a bit ridiculous these days (i.e. a bag of nuts that says "may contain nuts") but even so…

Thank you…I didn’t even think about past tense (that would solve all doubts, since it’s the same for both ☺️). I’m still not convinced about “have”…if the subject is 95%, it should be singular…but maybe I’m confused because in Italian this is how it is 😶
About Christmas or not Christmas and “everyone should be aware”: it’s not that “another way” is impossible. You know how many companies don’t close everything for so long? And using a simple solution: it’s enough that not all the employees go on vacation at the same time. Employee A does it’s 10 days holidays (or how many you want) while employee B works. When employee A comes back to work, employee B starts his 10 days. In this way, things will be slowed down, but not completely blocked.A simple solution used by many. And…since it exists, it’s not even so strange that not “everyone is aware”. 2 weeks of total absence is something not many encounter…so it’s understandable if someone is not aware.
What remains (if you really want), is just few days (24, 25 and we can add also 26), if you want to grant those to everyone, thinking Christmas is unavoidable for everyone. Which, I assure you, it is not: not everyone cares about Jesus birthday (well…in facts, half of the world doesn’t care too much).
And I’m sure users would understand more a “guys we will not respond for 3 days” than a complete silence for 2 weeks.
Writing this, I think I see that this kind of reasoning could not be easy for everyone. Working in a place that must be open 365 days a year day and night, it comes easy to me to understand that it’s enough to organize workers holidays to have someone always available to cover the shifts.And not being a big fan of Mr Jesus, I never had problems in working even on Christmas to allow the ones interested to stay at home.
But for others not used to this kind of thinking, I see how it could be more difficult to understand
