I encountered with layers overlapping problem, which describing in words is a long and complicated way, so for clarity in a short video I tried to explain on my clumsy English what the problem is. In addition to it, I tried delete Mod3 and duplicating all the necessary led outs (Beat phases, Cell states) and put modifier condition M3 - 0 to it, but it looks like this is the wrong way and it didnt worked. TSI file is attached too

Haven't gotten around to unpacking and testing on my K2. Also i have not really understood your goal, but i haven't read the tsi yet. But it's about the remix deck pages, right? Is it only the LED's that are not working?

The problem is that in this case when I have my encoder as modifiers: M1 - moving along the slots, M2 - as page selector, when I swapping my layouts (on both mappings) employing M3 modifier (on 2nd mapping) I get in trouble with my LED on remix deck pages setion that overlap each other including Beat Phases or Cell LED states depending on which modifier conditions in their settings to set, but only for there are two of them I has to use crutch in the form of M3 modifier that changes modifiers conditions M1 and M2 to 4 and back 0 respectively. And as a result of it my LED pages section skipping back to page 1 and slot 1 (Red buttons). I need to stay on the same slot and page I stayed on before hitting M3 button and after hitting M3 I also stay in the same position. I cant understand how to realize this without 3rd modifier condition setting. So I hope I understood you well thank you for attention

Add 4 to M1 (and also M2) from 0 to 4, from 1 to 5, from 2 to 6 and from 3 to 7 when flipping (and subtract 4 again when flipping back). This way you don't need a third condition.

This may not solve all you problems but is a solution for one of them.

Great! You can remove the condition 'M3=1' from the 8 assignments you are showing and it should still work.
