I am trying to develop new tools using NI ecosystem is there any process to get in touch or be heard for good by someone in charge to be rightfully allowed to use kontak or Reaktor to create instruments; about eventual fees to pay and such.

As far as I know then anyone are allowed to use e.g. Kontakt to create Kontakt libraries provided that they get/have a normal standard user license to the program of course !
Also , of course then you will have to follow normal rules for making programs like to the extend applicable : using only allowed assets and code (e.g. your own assets or code !) .
