While I would never use a Reaktek sound card with GR (you will find out what latency means shortly) - you should be plugging into Line In and selecting that in GR.
The latency will be unbearable however.
Gentle suggestion to consider a more suitable ASIO based audio interface to get the most out of GR.

Anything - and I do mean anything - is better than a Realtek.
If it were me - I would treat myself to that Focusrite listed as #1 and enjoy Guitar Rig properly.

also, where can i select the line in on GR?

This is done under File→Preferences (click on the three "dots" after the word RIG in the upper left):

This is good to go:
Just plug into "Line In" on your computer - you should have a jack somewhere on that laptop.
But I do not what laptop you have or what is has for external connections. If it is a modern laptop - you might not have any - and if so - I have no idea what "line in L" means with relation to that Realtek card.
If you are lucky enough to have a input jack somewhere - I imagine it will be the small 1/8 inch headphone plug type. Can't really use that with a guitar.

i do have jack input on my laptop, i just dont understand why the GR doesnt read my guitar sound

Well - if you are using the iRig headphone out to monitor your sound (the cord coming out of the left side of that iRig photo) - I believe that is not going thru GR - it is being split off to your phones (before GR).
You need to examine this area in GR Prefs:
and see where GR is outputting it's signal to - and plug your phones into that.

hi, i still cannot use the effect on GR, maybe something wrong with my preferences? thank you

All I can think of is that the Outputs should be set to Headphones? If that is a choice in the dropdowns there.
And having that iRig tied into this as well as your laptop is probably not helping either. If you expect to hear the GR FX on your guitar in your phones - you need to use the laptop exclusively for both IN and OUT.
Plug your guitar into the laptop Line in (via the iRig) - and then your phones into the laptop Headphones OUT (if there is a jack like that). The laptop is your end to end sound source (Guitar→Phones)
You really need to consider a proper audio interface as NI software is not really designed for built in consumer laptop sound cards.
Good luck!
