Native Access3.13 and 3.14 not working correctly

Hello

Both versions show lots of libraries to be repaired but which is not the case. And relocating does not help. When I install and launch 3.8 everything is good and I can install new libraries but the thing is, it auto updates to 14 everytime I close. Anybody have similar experience or a way to solve it? Any specific files that I need to delete?
