If I make an effect plugin, would the people who download the vst also need to download Reaktor or Kontakt?

if you build something in those both programs someone who would use your build would also need those programs.
What about Kontakt Player and Reaktor Player? Or are they only useful for playing back DRM-protected Reaktor and Kontakt content (which AFAIK is not possible for a mere user to create, requiring a separate licence from NI?)

The manufacturer's system requirements for an unlicensed KONTAKT library will state that you need the full version of KONTAKT to load the Library.
You will not receive a serial-number for the Library, because unlicensed KONTAKT Libraries cannot be installed or activated with Native Access. Instead, the manufacturer will provide a download for you.

Actually, if you build a VST effect you do not need neither Kontakt, neither Reaktor.
What you (and the people who will download it) need, is a DAW (Cubase Ableton, etc. etc.).
Kontakt and Reaktor do not load VST plugins... 😊
I did find the VST reference a bit strange too but while I generally consider VSTs to be 'encapsulated units' then since I am not a VST builder and I do not know if VSTs are capable of making external calls to NI apps then how could I question it !
