The former owner should transfer the serial for the hardware, when registering it yourself you should get the software that goes with it automatically.
If you already own the programs and you just plug it in it will work.
Registration is for receiving the included softwares.
I would in any case ask the seller to ask for a License Transfer, so you’ll have a new serial to register your device to your account
