Yes, Maschine 3 is a paid update. You can buy it with the updated library or just on its own.
Just bear in mind that at this point in time, Maschine 3 really isn't that different to Maschine 2.
Not that it's an expensive upgrade, but IMO unless you're really longing for onboard stem separation (the major new feature) then Maschine 2 still cuts the mustard.
The Maschine Central library on the other hand is all new, so makes a useful addition to the previous library.
