Has anybody tried fixing this annoying issue of cut off window controls and buttons?
I assume that a registry resizing window value change would solve it?

have you tried to change the view option to classic or what it's called like, you can do that from the top menu. But normally you should not need to do that, maybe there is some scaling setting in your os causing this.
What is your graphic card? What are your Windows display settings?
Yes, probably the Windows display settings for screen scaling need to be changed. Ordinary settings like 150%, 200%, 250% etc. should work flawlessly, but I have already had problems in the past when using KK in conjunction with unusual settings like 133% or sililar.
