If I already own Guitar Rig, does Kontakt Komplete come with an extra key for it?

It doesn't look like I get a discount if I buy Kontakt Komplete while already owning Guitar Rig. So, if I buy Kontakt Komplete, does it come with an extra Guitar Rig license that I can give to a family member? Or will it look at my account and go "already owned" and do nothing, but still be charged for it being part of the bundle?

You should be able to give away your current key by doing a licence transfer. I usually sell expansions I've bought between upgrades of the Komplete releases (eg Komplete 14 to Komplete 15).
