Yes I will amend my first post, it seems MacOs only adds items to that panel when they attempt to access the local network, so if they are not doing that you don't get the popup. Once they have asked to be added though they appear in that panel and then you can then toggle the on/off switch. It doesn't work like the Full disk access panel does.

In this case this is an additional security measure Apple implemented and that all apps may encounter, not just NI (eg iLok). The way NI 'solve this problem' is to make sure everyone is aware to add those items when asked (as they do with other things like the need for full disk access for certain apps). But they can't change how MacOs security works, if it was possible for software developers to circumvent these measures that would open up systems to all sort of exploits and malicious software.

Interesting discussion here - it looks like Apple did not document this new requirement very well or provide clear guidance to developers as to how to implement it
