Does this mean whether the software is included in the purchase on eBay?

With new purchases, everything should be included as normal.

If you buy used, you should ask the seller if a transfer key is included.

sorry I am a little bit confused, are you buying a brand new software or device on eBay?

    or a second hand product?

if it is brand new the code should work as normal.

if it is second hand, I'd make sure that the serial number has been deactivated by the seller making it so available to you, I never sold or bought second hand NI products, however I sold few times some hardwares and me as a seller I made sure that the code wasn't belonging anymore to me, so my buyer had a valid code.

Remember not every one is honest out there… I'd be careful and ensure that the code is valid, because if you buy it, and the person do not decouple the code from his account, you might struggle to get your stuff, (if you get it).

again I don't know how it works as I always did the right thing, maybe if I was your, I'd try to contact someone at native instruments if they can double check with me, or I'd use PayPal to buy and freeze the payment until you get your stuff.
