3.1 Feature request: plug in list should always show over whatever is on screen

i was hoping this was fixed in 3.0 but it still persist. say you open a plug in window and you want to add something else like an eq compressor etc.. the plug in list is always UNDER the plug in window and i dont know why that would be the preference. can we get this fixed please? If you only have one screen you then have to minimize your plugin window to add whatever you want next
