I am in the planning stages of purchasing an Kontrol S3 controller…and while the website says "TRAKTOR KONTROL S3 comes paired with the full version of Traktor Pro 4", does this mean that the Pro 4 software will be included in the purchase price of the Kontrol S3?
Do I get the software "free" for purchasing the controller?

You will get TP4 with a new purchase. If you have trouble with that, contact support.

Edit: Be warned that the headphone volume has been reported to be lower than many users like.
