the serial number is still registered to his account but have no communication with him how can I get in touch with someone at NI in order to transfer it to my account
Usually you should get a licence transfer ID from the old owner. If there is no way of obtaining the licence transfer ID you have to contact NI support. You will need a proof of purchase and a picture of the serial number on your hardware in this process.

how long does the process take ?
As you open a support ticket with this process this can take a few days depending on current work load at NI support department. Keep in mind that support doesn't work on weekends.
