I am using the latest version of NA, but for some reason, when I am trying to install the Electric Mint library, it's seemingly downloading and installing. Still, after that, the button changes back to "install". help, please?

Did you do the must do when using Mac (which you apparently do) ?
ALL NI apps including NTKDaemon must have full disk access. : How to Enable Full Disk Access on macOS and disks must be of correct format : Notes on Network Drives and Disk Formats
