Can I assign a foot switch pedal with the following command: switch to the next pad in line.

Using the foot switch to control the next pattern or sound in linear order from 1 to 16.

Hopefully someone can answer my question and explain how to put the settings in the controller editor.

There is no such option. Switch Foot pedals in Maschine can only control Play, Rec (and start Sampling).
