Also, does the version I'm trying to download (3.10.1) have the STEMS feature?

What is the actual error.
On stems: Traktor has had stems for years, but doesn't currently have automatically generated stems yet. Its being worked on.
If you want stems in the meantime, you need to either get tracks already split into stems, or make them yourself. Nuostems is the simplest stem maker, but there are other ways too.
