I followed all the resources available to try to fix this issue, but it seems that nothing works, can I downgrade somehow? or there is a patch that fixes this issue?

Just driving the update to 3.4.0 - all is fine on win10 pro here.
Do you try to start the installation as admin?

Privacy & Security -> Full Disk Access -> Turn on the Native access or Native dependencies on
In addition to what Paule said above me... what virus scanner do you use? Because that can make a difference here as well.
I myself rely on Microsoft Defender (build-in with Windows 10) and I am specifically fond of the ransomware protection. This basically denies access to your private files for every application installed except for those you specifically whitelist.
Thing is... whenever I upgrade Native Access, or NI components, I always make sure to temporarily turn off this protection because otherwise you run into issues comparable to yours OP.
Myself use the MS Defender also only and uBlock origin as ad blocker.
And set the DNS.
