Yes, mostly all of the stuff can be installed on external drive.
Libraries (the most requiring stuffs, speaking about space), Expansions, FXs… all of this can be installed where you want. The only things that are maybe better to be installed on the computer disk are the applications (which are few: Kontakt, Komplete Kontrol, Maschine, Massive, Traktor, Reaktor, Massive, Battery, Guitar Rig, Fm8, Native Access… and not so space demanding).
In Native Access Preferences you can select where to install what: you can setup the folders for Content, Applications, Libraries, Downloads and also VST locations

As written by Lif then you ought to install apps and plugins to system drive and then set 'Content' and download to external .

There is no 'override' , either you move the content products and use the re-locate function in Native Access or you uninstall and re-install. :
